Are You Thinking What I'm Thinking?

Good leadership begins with my own personal pledge of ethical service. The rule of law is NOT "optional" in good city government! As your mayor, I WILL see that this principle stands! 

Millions of your taxpayer dollars have been wasted in crony giveaways by the city.  As your mayor I WILL put an end to backdoor deals and executive perks. Remember all of those 4 to 1 votes? As councilman I have been the only person who has consistently fought to prevent these kinds of city giveaways. As councilman, I was the first to propose the creation of an independent auditor controller position. As your mayor, I WILL see that this is done!

 As Mayor, I will not stand for executive compensation packages that exceed the President and Vice President of the United States!  I was the only member of the city council to say NO to City Manager and Assistant City Manager's contracts.

As mayor, I will not stand for egregious levels of executive compensation, especially when performance is lacking. 10 years ago our city had approximately $100 million in debt. As of today the city of Oxnard has over $500 million in debt. This is not peformance, this is not what the citzens of Oxnard deserve.

The city has spent approximately $100 million on paving streets in the past ten years.  The price tag to pave alI remaining streets and alleys is $120 million.  I believe more Measure O dollars should be spent to get the job done!

As your city councilman, I have pushed for more higher-paying jobs in high-tech, bio-tech and medical research.   As mayor, I will fight for an Enterprise Zone to lower taxes for companies to relocate to Oxnard.  I will also push for a 10 year plan to transform blighted commercial, industrial and residential areas in the city.   Rebuilding Oxnard will create jobs for Oxnard residents and opportunities for local businesses.

First, Oxnard needs to deal with past issues to move forward. The DA investigation may have penalized wrongdoing with fines, but it did not fix the culture of patronage, nepotism and cronyism.  As mayor,  I will immediately push to establish an ethics code that deals with executive compensation, awarding contracts, and conflicts of interest.

Second, we need to deal with the issue of jobs. As mayor, I will lead efforts to bring higher-paying, clean jobs in high-tech, biotech and other scientific research companies to our city. The idea would be to bring leaders in business, the Port of Hueneme, education, job training, and banking together for a summit at the Martin V. Smith School of Business at Cal State Channel Islands.  This "Gold Team" will create a strategic plan to establish an Enterprise Zone in Oxnard, align job training and education to meet the needs of future employers and establish a delegation that will actively recruit "New Economy" jobs to Oxnard.

Finally, I have a plan to redevelop the downtown, commercial/industrial areas and blighted neighborhoods to bring needed jobs to the city.
