My father John served the people of Oxnard and El Rio for 32 years on the Ventura County Board of Supervisors.  We both believe walking door-to-door is the best way to stay close to the people we represent.

He attended the Boy Scout Jamboree in Farragut State Park, Idaho in 1973.

Tim spent many years campaigning with his father, former County Supervisor John Flynn, and especially enjoyed going door-to-door to meet the voters. His interest in politics led to studying political science at Ventura College and earning a bachelor's degree in the subject from the University of California, Santa Barbara (1982). Following graduation, Tim worked as an intern for an arms control and national security issues interest group on Capitol Hill in Washington, D.C. He later worked for the Congressional Research Service of the Library of Congress. In 1983, he applied and was accepted for graduate study in International Affairs at the Catholic University of America and Georgetown University in Washington, D.C.

In 1984, he was awarded a Rotary International Graduate Fellowship to study at the Friedrich Wilhelms University in Bonn, West Germany. After earning an M.A. in International Affairs, Tim headed back home to California to pursue a career in business. He briefly worked in the title insurance industry, and later worked for Business International of the Economist Group of London in San Francisco, California. In 1993, Tim earned a secondary teaching credential in social science from San Francisco State University. He taught Economics, Government and International Relations at George Washington and Lowell Academic High Schools in San Francisco, California.

Since 1993, Tim has taught German and Social Science subjects in the Oxnard Union High School District and Political Science at Oxnard College. He served on the Oxnard City Council from 2004-2008.  In 2012, Tim was elected Mayor and was re-elected in 2014, 2016 and 2018.

Tim is widowed and has three children.
